If you have a military ID (like as a member of the military, not as a dependent), you can rent a car regardless of your age, AFAIK, anywhere in the US. I know for a FACT that you can in California (where my then-20 year-old girlfriend did just that).

Different rental companies have different age limits. AFAIK, most won’t rent to you at all under age 21, and will rent to people aged 21-24, but only if they pay extra.

Call around. You’ll get a better answer that way.

If you have an active duty military ID then they typically let you rent in California and you just have to pay the extra fee for being under $25
